If there are not enough seat belts
available:
The law does not prevent you from carrying more passengers
than there are restraints, but available restraints should be used wherever possible.
If you have to choose who rides without a restraint, heavier passengers will cause
greater injury to others in an accident if they are not wearing a seat belt.
The law will be changing in May 2009 to prevent the carriage of more
passengers than there are seat belts, and the exact details of this law
will be announced by the Department for Transport nearer the time.
