All Children First (Plymouth Early Years
Development & Childcare Partnership)
2003 - 2004 Plan Summary
The Government's National Childcare Strategy has set ambitious
targets to create high quality, affordable, accessible early years and childcare services
throughout the Country.
All Children First
Implementation Plan outlines their achievements in delivering the Government's targets in
Plymouth and their goals for the future. This involves working closely with the
Government's Sure Start Unit to implement the National Childcare Strategy in Plymouth.
All
Children First is made up of representatives of various
organisations who meet on a bimonthly basis to discuss key issues relating to the planning
and implementation of the childcare strategy.
By keeping the membership,
working practices and progress under review, All Children First aim to ensure that they
engage as many different sectors of the community as possible so that childcare is
available across Plymouth to meet the needs of all parents.

Association is a registered charity funded by the local authorities of
Plymouth, Devon and Torbay to provide advice, information and support to both parents and
childminders as well as to provide training for childminders. They are happy to deal

Inspection of
funded nursery education settings in the private, voluntary and independent sectors by
OFSTED (Office for Standards in Education): |
The Nursery Education and Grant Maintained Schools Act 1996 gives the
Secretary of State for Education and Employment powers to make grants for nursery
education. Section 122 of the Schools Standards and Framework Act 1998 requires Her
Majesty's Chief Inspector to arrange the inspection of all nursery settings in the
private, voluntary and independent sectors receiving nursery education grant for three-
and four-year-olds.
Since October 1996, Registered Nursery Education Inspectors, trained and registered by
OFSTED, have been inspecting such settings. If you cannot find the nursery setting
you are interested in, it is likely that it is not claiming nursery education grant, or is
not registered with the Local Education Authority (LEA) to receive grant, and therefore
OFSTED has not inspected it.
Ofsted suggest you contact the Early Years Section at the LEA to confirm
whether a nursery setting is registered to receive grant as part of its Early Years
Development and Childcare Plan. Plymouth Early Years can be contacted on (01752)
307400. If the LEA has registered the setting for grant, OFSTED will normally carry
out an inspection within two terms of the setting first beginning to claim grant.
The inspection report is available from the setting within a month of the inspection.

Nursery provision in state schools is reviewed when OFSTED carry
out the inspection of the whole school. The school reports can also be found on the
